Government & Policy Updates

58% of Lagos’s 10,623 New Homes Were Built by Private Developers

Lagos delivered 10,623 homes since 2019, but 6,209 came through PPPs. At 1,520 a year, the state is a minority supplier in its own market.

Lagos housing delivery 10623 units with 6209 built through PPPs

Lagos State says it has delivered 10,623 housing units across 23 estates since 2019, spread across its five administrative divisions. Governor Babajide Sanwo-Olu gave the figure at the Real Estate Discussions and Awards in Ikeja on 24 October 2026.

The number that matters is inside it.

The split

Source Units Share
Direct budgetary allocations 4,414 42%
Public-private partnerships 6,209 58%
Total delivered 10,623 100%
Delivered plus projected 14,022 –

Most of Lagos’s housing delivery is not built by Lagos. Nearly three in five of those units came through public-private partnerships – private developers building on state land or with state backing, then selling or letting the units.

That single ratio tells a buyer more about the market than the headline figure does.

What it works out to per year

10,623 units since 2019 is about 1,520 homes a year, averaged across seven years and five divisions. That is roughly four homes a day for a state of more than 20 million people.

For scale, consider what a single estate launch in the Lekki corridor delivers, and how many of them are announced in a month. The state is a minority supplier in its own housing market, and the figures say so plainly.

The mortgage number is smaller still

The governor said the Lagos State Mortgage Board’s mortgage and rent-to-own schemes had supported more than 20,000 residents over 12 years.

That is about 1,670 people a year. Against a state where two-bedroom rents on the island alone run from ₦8.5 million to ₦15 million a year, a subsidised scheme reaching fewer than two thousand people annually is not a market force. It is a demonstration.

What this means if you are buying in Lagos

You are buying from a developer, not from the state. If the majority of delivered stock comes through PPPs, then the estate you can actually buy into is developer-led. The developer’s title, track record and service charge matter more than whether the scheme was “government-backed”.

“PPP” is not a quality mark. It describes who financed and built the units, not the title, the finishing, or what happens to the service charge in year three. Check the estate’s own documents.

Do not plan around a state allocation. At roughly 4,400 budget-funded units across seven years, the odds of an allocation are not a housing strategy.

The private market is the market. Which means the numbers on our Lagos pages – mid-market flats at ₦25–60 million, Lekki Phase 1 land at ₦600 million to ₦1.5 billion – are the prices that actually apply to you.

What is not established

These are the state government’s own delivery figures, announced at an industry awards event. There has been no independent audit of the unit count, no breakdown of the 23 estates by location, and no published price range for the units delivered.

“Delivered” is also not defined in the report. It may mean commissioned and handed over, or completed and available. Those are different things for a buyer.

Frequently asked questions

How many houses has Lagos State built?

10,623 units across 23 estates since 2019, according to the governor – 4,414 through direct budget funding and 6,209 through public-private partnerships. A further 3,399 are described as delivered or projected, taking the total to 14,022.

What is a public-private partnership in housing?

An arrangement where the state provides land, approvals or guarantees and a private developer finances and builds, then sells or lets the units. In Lagos it accounts for the majority of delivered stock.

Can I buy one of these government housing units?

Some schemes are open to applicants through the state’s housing portal, and some PPP estates are sold on the open market. The route, price and eligibility differ by estate – check the specific scheme rather than assuming.

Does a PPP estate have a better title?

Not automatically. The state’s involvement does not guarantee the title, the finishing or the service charge. Verify the estate’s C of O or consent in the ordinary way.

Last updated: 24 October 2026. Delivery figures, the budgetary and PPP split, the 14,022 projection and the 20,000-resident mortgage figure are from the Governor of Lagos State’s address at REDA 2026, reported by Nairametrics on 24 October 2026. The per-year and per-person averages are calculated from those stated figures and assume seven years since 2019. These are government figures, not independently audited.
