Lagos Land Use Charge 2026 Update: Doubled Rates on Undeveloped Plots

On December 31, 2025, Lagos State Governor Babajide Sanwo-Olu signed the amended Land Use Charge Law 2026 into effect, with the most significant change being a doubling of the LUC rate on undeveloped plots from 0.3% to 0.6% of the assessed value of the land, effective January 1, 2026.

At the same time, the state introduced a 50% penalty waiver for any owner who commences verifiable development (foundation stage or above) within 12 months of the new law taking effect.
