FG 5,000-Unit Harmony Estate Ibeju-Lekki 2026 – Abbas Pushes Regulatory Authority

The Federal Government has broken ground on a major new housing project in Lagos while the leadership of the House of Representatives intensifies calls for stronger regulation of the real estate sector. Together, the two developments highlight both the push to increase housing supply and the persistent structural problems that continue to undermine investor and buyer confidence.

The 5,000-Unit Harmony Renewed Hope Housing Estate

On the supply side, the Minister of Housing and Urban Development announced the groundbreaking of the 5,000-unit Harmony Renewed Hope Housing Estate in Ibeju-Lekki, Lagos State. The project is being developed in partnership with Harmony Gardens and Estate Development Limited.

Key features highlighted at the ceremony include:

•  A substantial volume of residential units aimed at eligible Nigerians

•  Integration of mortgage financing to reduce the burden of outright cash payments

•  Positioning within the broader Renewed Hope housing programme

The location in Ibeju-Lekki places the estate within one of Lagos’s active growth corridors, where infrastructure improvements and population expansion continue to drive demand.

Broader Federal Housing Ambitions

Beyond the Ibeju-Lekki project, the Federal Government indicated it is considering a more ambitious nationwide approach. This includes the possibility of delivering housing units in each of Nigeria’s 774 local government areas, alongside a larger proposed scheme targeting 100,000 units. While these remain high-level ambitions at this stage, they signal an intention to spread delivery beyond the major urban centres.

Abbas Calls for a National Real Estate Regulatory Authority

At a stakeholders’ conference in Abuja on the proposed National Real Estate Regulatory Authority, the Speaker of the House of Representatives, Tajudeen Abbas, outlined several deep-seated problems that continue to frustrate investment and homeownership:

•  Difficulties in verifying land ownership and titles

•  Bureaucratic delays in processing transactions and approvals

•  Overlapping responsibilities among different institutions

•  Inadequate protection for property buyers

•  The prevalence of fraudulent transactions

Abbas argued that these systemic weaknesses make it harder for genuine investors and ordinary Nigerians to participate confidently in the housing market. The proposed regulatory authority is intended to create clearer rules, stronger oversight and better safeguards across the sector.

Why the Combination Matters

The simultaneous focus on large-scale delivery (the 5,000-unit estate and broader LGA plans) and institutional reform (the regulatory authority discussion) reflects two sides of Nigeria’s housing challenge. Increasing the number of units is necessary, but without reliable title systems, faster processes and stronger buyer protection, many projects risk low absorption or continued disputes.

For prospective buyers, the Ibeju-Lekki estate offers a potential pathway into formal housing with mortgage support. For developers and investors, the regulatory conversation is equally important: clearer rules and reduced fraud risk could improve the overall investment climate over time.

Final Thoughts

The groundbreaking of the Harmony Renewed Hope Estate in Ibeju-Lekki is a concrete addition to the federal housing pipeline. At the same time, the renewed push by the National Assembly leadership for a dedicated real estate regulatory authority addresses long-standing complaints about title insecurity, bureaucracy and fraud.

Delivery numbers and regulatory reforms will both be needed if Nigeria is to make meaningful progress on its housing deficit. Observers will now watch how quickly the Ibeju-Lekki units move from groundbreaking to allocation, and whether the proposed regulatory framework advances beyond discussion into legislation and implementation.
